这个当然不能用then，因为这是一个句子，不是两个。
before you can draw water是个从句，也可以放在句首。
Before you can draw water, you must add water into the pump.
then不是连词，是个副词。分成两句话，用then。
You must add the water into the pump. Then you can draw water.
then加不加逗号都行。
