这个题用why引导定语从句,why在定语从句中作状语.因为定语从句 they are all against the plan中缺少状语.
又如：This is the reason that he explained for his being late at the meeting.
因为explained后面缺少宾语,所以要that/which/省略来作宾语所以reason作先行词,要看它后面的定语从句缺少什么成分来决定用why,还是that.
