Up till then we had not had a chance to visit the museum though we had hoped to do so for many years.
这两空都要用过去完成时；第一空中的Up till then 表示“直到过去的某一时刻之前”如果把Up till then 改成Up till now这句话就要用现在完成时.
第二空中的had hoped 从意义上判断要早于had not had a chance因此也要用过去完成时。
过去完成时用来表示“过去的过去”所发生的动作。

后面标志性的for many years，可以判定后面是现在完成时。而前面则根据up till then，过去的一段时间，则用过去时态！

didn't have had hoped从句是过去时，主句的动作发生在从句之前，过去的过去，用过去完成时。

我同意楼上的观点，两个都用过去完成时态。
UP TILL THEN 是截止到过去的某一点，已经完成的动作。强调结果。所以主句和从句都用过去完成时态
