你说的这种情况的确很难区分,可以说有模糊的概念,而没有具体的标准.你看,国家发展改革委员会先前的英文是SDRC，现在改了，改称NDRC，其实，你也不能说是STATE好还是National好。所以，在这种情况下，建议：
1）采用各委员会自己选用的英文，他们对外宣传用这个词，英文读者熟悉了，就对了，千万不要觉得人家用词有不妥之处啊，那样，即便是你对，老外未必能对上号；
2）就恰当和正确而言，我想主要还是要看语感，看对词汇前后搭配的把握，积累多了，你自然选词就更准确。
