This article analyses the connnotation and denotation of e-government concept and the relation between the cooperating office system and the e-government at first,and gives a detail introction of the background of the construction ,the base of the network and the reset target of this cooperating office platform,which are based on to conct the choice and analysis of the core technique.Then it comes up with the whole framework of this system recording the design rule and the whole demand,and executes the function struct design of this system,putting emphasis on the design of the document managerial subsystem,the core mole of the cooperating office platform.At last this article introces the realization and application of the system.
