Article 11 [ prevention of disabipties ] the state shall undertake , in a planned way , the work of disabipty prevention , strengthen leadership in this regard , pubpcize and popularize knowledge of good pre - natal and post - natal care as well as disabipty prevention , formulate aws and regulations deapng with disabipty causing factors such heredity , diseases , medical poisoning , accidents , calamity and environmental pollution and adopt measures to prevent the occurrence and aggravation of disabipties by organizing and mobipzing social forces
第十一条国家有计划地开展 残疾预防 工作，加强对残疾预防工作的领导，宣传、普及优生优育和预防残疾的知识，针对遗传、疾病、药物中毒、事故、灾害、环境污染和其他致残因素，制定法律、法规，组织和动员社会力量，采取措施，预防残疾的发生和发展。
