何为“高情景的国家”？
连词搭配错误。“不在于”要与“而在于”搭配。
“不在于”“而在于”所接的词、句，前后须一致。“汉字多”“语法复杂”是主谓短语，而“中国是高情景的国家”却是个下定义式的主谓宾结构的“是”字句。
先把中文理顺：
中文难学，不是因为汉字多、语法复杂，而是因为语句的内涵高。如果有人跟你说：他没生气，那他可能是生气了。中国人说话很委婉，从来不会告诉你他们心里真正的所想，你需要去理解，根据当时的情况去判断他们的意思。
