第一种修改：what 改为 that ，或不要；needs 改为 need, they 后面跟原型。
这里的 that they need 作为 goods 的后置定语，由that引导，用what是不对的。

第二种修改：they can always buy what they need in a low price .
goods 去掉，needs 改为 need
这里的 what they need 作 buy 的宾语从句。

哇，有人抢先了！前面两位回答都对，但是 They can always buy good they need in a low price更好（话说有人没用“三单”），因为如果只是Buy what they need, 就没有限定购买的对象是货物、物品，我也大可说Buy a house i need, 或者 a car， a wife.
