主要看语境和语义表达。
作插入语时，多用于：do you think/suppose/believe/
she/he I/you/we/they think/suppose/believe.如：
Exercising,which we thought was no use,can actually keep us energetic and healthy.
而用于被动时，则多见于此类句型结构：
sb/sth be thought to be/do
It is/was thought/believed/said/reported...如：
Tom was not thought to be an honest boy by his deskmate.
It is thought that you'd better study English by doing more practice and communication.
(=Someone thinks/People think that you'd better study English by doing more practice and communication).

注：It is said to do+动词原形，It is said that+句子（宾语从句）
