come over 和come over to 的区别是：

1、 come to和come over to 作“来”讲解时，的确基本意思相同， come over to强调的是“To pay a casual visit”，即是顺便拜访的意思; 不一定是专程(也许是谦虚)。
2、 二者还有其他的意思:
a) come to本身也是词组， 表示:
I. To recover consciousness. 恢复意识。
II. 航海术语， 起锚或调转船头迎风。
b) come over to = come over + to。 to是普通介词， 而come over是词组，意思:
i.To change sides, as in a controversy. 改变立场，尤指从一个方面，改变到对立面。有叛变的意思。
